As ‘Social Father’ of the organization, which bore some resemblance to a small Protestant Dissenting sect, Owen retained virtually complete control over everyday operations until late 1844. But the Rational Society was also broadly democratic, with delegates elected from the branches meeting in annual congresses to help decide policy. Much of the success of the Society was owed to lecturers who circulated amongst the branches, speaking on popular topics like phrenology, mesmerism, and alternatives to liberal political economy.

For it was not only religion, but equally the system of private property and the subordination of all human affairs to the drive for profit, which he now believed prevented improvement. Reforming the Poor Laws and Factory Laws was now a hopeless course; only ‘the emancipation of mankind’ would suffice. Over the course of the next three years, therefore, culminating in the Report to the County of Lanark (1820), Owen gradually adopted the set of positions soon called ‘the social system’, or ‘socialism’ for short.
